EaP Civil Society Fellowship 2025 Open for Applications

Are you passionate about building stronger communities, fighting misinformation, or using digital tools to make a difference in your society? If you’re from Armenia, Azerbaijan, Belarus, Georgia, Moldova, or Ukraine—this is your opportunity to shine on an international stage.

The Second 2025 Call for the EU-funded Eastern Partnership (EaP) Civil Society Fellowship Programme is officially open, and it’s welcoming powerful project ideas from young leaders who want to drive real civic change.


What Is the EaP Civil Society Fellowship?

The EaP Civil Society Fellowship Programme is an exciting EU initiative designed to support rising civic leaders from Eastern Partnership countries. It equips fellows with funding, mentorship, and international exposure to implement innovative projects that strengthen democracy, transparency, and community development.

For this round, extra attention and points will be awarded to projects that tackle the urgent challenge of misinformation and disinformation—a theme that spans across digital media, education, human rights, and public trust.

Is This Fellowship for You?

  • You’re 18 years or older
  • You’re a citizen of Armenia, Azerbaijan, Belarus, Georgia, Moldova, or Ukraine (current location doesn’t matter!)
  • You have a solid idea to improve your community through community engagement or civic tech
  • You want to grow as a civic leader
  • You have a working knowledge of English.

Choose Your Path: Community Engagement or Civic Digital

You can only apply for one type of Fellowship per call, so choose wisely!

1# Civic Digital Fellowship: Perfect for applicants working with:

    • Open data, e-services, or transparency tools
    • Digital solutions to monitor government accountability
    • Civic tech platforms to improve public services
    • Campaigns promoting digital inclusion and participation.

2# Community Engagement Fellowship: Great for those focusing on:

    • Local policy advocacy and evidence collection
    • Monitoring public services and budget transparency
    • Capacity-building, mentorship, and training
    • Strengthening CSO cooperation and citizen engagement.

Bonus: Special Theme for 2025 – Countering Misinformation

If your idea contributes to fighting misinformation or disinformation, you’ll receive additional points in the evaluation. This can include:

    • Media literacy programs
    • Digital tools to identify fake news
    • Awareness campaigns
    • Networks to protect vulnerable groups from online manipulation
    • Solutions for ethical platform design and fact-checking.

Application Timeline

The application process happens in two stages:

`1# Concept Note Submission (Stage 1)

    • Submit your idea online by May 31, 2025
    • Applications are reviewed on a rolling basis, so apply early for a faster response!

2# Full Application (Stage 2)

Final selection will be made in August 2025, and project implementation begins between August–September 2025.
