Azerbaijan has unveiled a user-friendly online visa portal at https://cop29.az/en/cop29-services/visa-application, launched in collaboration with the State Agency for Public Service and Social Innovations under the President of Azerbaijan. This new visa platform is embedded in the ASAN Visa Portal and is tailored to process special entry permits for COP29 participants.
Accessible 24/7, the multilingual portal offers support in 11 languages: English, German, French, Spanish, Hebrew, Italian, Russian, Arabic, Persian, Chinese, and Korean. The system features a completely paperless, fully digital application — a nod to sustainability fitting for a global climate summit.
Who Can Apply?
To be eligible for the COP29 Special Visa, applicants must:
- Be officially registered through the UNFCCC Online Registration System.
- Hold a valid passport (with at least 3 months’ validity beyond the date of entry into Azerbaijan).
- Use the visa link provided in the UNFCCC confirmation email, or apply via Azerbaijan’s diplomatic missions abroad.
Application Fast Track — and It’s FREE!
Approved participants can apply free of charge, and the COP29 Special Visa will be issued within three business days of submission. Once processed, the visa confirmation will be sent via email, and users can download the visa directly from the portal.
Validity: This visa grants a single-entry stay of up to 30 days. If participants need to exit and re-enter Azerbaijan (e.g., for pre-sessional meetings), they must reapply using their UNFCCC registration number.
Important: Participants planning extended stays (30+ days) must register their place of residence with the local migration service.

Azerbaijan currently operates visa-free travel agreements with several countries. Citizens of these nations do not need to apply for the COP29 Special Visa. However, they are still required to register with migration authorities if staying beyond 30 days.
